Set up Travis CI to run Apex tests for client. Need to fix a bunch of old
tests, written prior to @SeeAllData=false that fail in empty orgs.
Successfully bid on an 18F micropurchase task. Bidding process still impefect as last-second bids win. Still want the model to prove successful for broader adoption by commercial enterprises.
